No. MCSE is issued by Microsoft. There are “boot camps” or technical schools where you can get the training needed to pass the different exams for MCSE. After taking enough of the right classes in the University of North Texas computer science department, you could take the tests. When I got my MCSE, you had to pass 7 tests.
